    Dear Colleagues,

    As the call for papers for the 5th biannual International Conference on Public Policy (ICPP5) is now open, Shawn Janzen and Ido Sivan-Sevilla are co-chairing a panel and would like to invite you to submit a paper proposal for our panel "T02P10 - Public Policies for Digital Risks: A Comparative Policy Analysis".

    The panel proposes to comparatively investigate and explain the way public policies are designed and enforced for governing societal problems associated with digital technologies. How well do traditional public policy theories explain the consistent policy failures and gaps in this space? Do we need innovative forms of governance for our digital society? Empirical puzzles can include, but are not limited to, the persistent self-regulatory culture of tech companies; the expansion in cyber threats and data breaches without an effective policy response; the oligarchical market structure of platforms; the undermining of individual privacy rights by policy outcomes; the struggle of enforcement agencies to enforce data protection laws. We invite papers seeking to advance research on the drivers for public policy outcomes (or non-outcomes), focusing on the political dynamics, interest groups' influence, institutional settings, and ideational policy conceptions. We encourage papers that adopt a comparative approach to policy analysis and theory seeking to explain any kind of policy variation over time, across nations, or among sectors. Our goal is to start and build theoretical prepositions over this dynamic empirical policy field.
