    Upcoming Lecture Series' input organized by the 'Centre for African Smart Public Value Governance' (C4SP) on Facial Recognition Technologies in Africa: From Deployment to Advocacy (5th of July 2023)

    Topic:

    Dr. Toussaint Nothias (Stanford University) continues the C4SP Lecture Series and provides an overview of African governments' use (including Uganda, Zimbabwe, South Africa, and Kenya) of facial recognition technologies in public spaces. Facial recognition's recent circulation has coincided with novel and emerging digital transformations fueled by a wide set of actors. Partnerships between governments and transnational entities – i.e. multilateral agencies, humanitarian organizations, and international data processing corporations – have often attempted to use technical biometrics solutions to solve intractable and complex problems in areas such as health, security, governance, immigration, and development. In many instances, these partnerships are rationalized as win-win situations by the main stakeholders; legitimated as 'national security' by state actors, and lauded for their 'development' potential by multilateral actors, or the other way around. At the same time, these technologies have raised concerns from civil liberty and digital rights activists who worry about their role in reinforcing authoritarian capacities and accelerating processes of social inequalities and marginalization. In this talk, Dr. Nothias provides an overview of the deployment of facial recognition technologies across Africa and analyzes various local and transnational advocacy efforts to oppose their deployment.
