Call for Papers for a Special Issue on
'HRM and Public Service Motivation'

Background to Special Issue:
Public Service Motivation (PSM) is defined as an "individual's predisposition to respond to motives grounded primarily or uniquely in public institutions and organizations" (Perry & Wise, 1990, p. 368). The literature on PSM has grown considerably in the past two decades. However, the exchange with neighboring disciplines such as Human Resource Management (HRM) has remained limited, although scholars in both fields share an interest in similar and closely related concepts, such as self-determination theory or motivation crowding. The special issue will cover themes that bridge the academic fields of PSM and HRM in order to facilitate the exchange of ideas between these communities. We expect papers to be investigations into PSM with a distinct focus on HRM issues such as rewards, appraisals, careers, wellbeing, widely employed HR practices or the interplay with organizational systems. While the IJM focuses on empirical, quantitative research, conceptual papers and research employing qualitative approaches will also be considered.
Below is an indicative, yet not exhaustive, list of topics:
• (Cross-national) investigations of motivation in public, private and non-profit sector workforces
• Governance structures and performance management systems in public, private and non-profit organizations and their impact on PSM
• Relation of PSM to commitment, job satisfaction, well-being, happiness and other areas in organisational behaviour, management or applied psychology
• PSM and job, team and organizational performance
• Unintended motivational effects of reward and incentive systems
• Person-organization fit in the public sector
• Relationship between leadership and PSM
• Public service employer branding
• Career ambitions in the public sector
Submission Process and Deadlines:
Submissions should be 6000-8000 words (including references and appendices). Papers will be reviewed following the International Journal of Manpower's double-blind review process. The submission system is open but the ultimate deadline for Paper submissions is 15th December 2014.
