What is your Safari settings in the settings app for blocking cookies? If it's "allow from current website" it wouldn't work, it has to be at least "allow from websites I visit". I had the same problem with buying tweaks from cydia when I first got my iPhone 6. This was the only thing I changed and then I was clear to pay.
