Those of you following and researching performance management in the Federal
government may have heard that OPM is piloting a new performance management
system, GEAR (Goals-Engagement-Accountability-Result) in several agencies.
Based on initial news reports in Government Executive, Fed Times, etc., the
pilot is receiving early criticism (from AFGE) as "HR busy work". Very
little details on GEAR seem to be available in the public domain to begin to
assess the content and substance of GEAR. I only found the following general
description of GEAR on OPM's web site:

A new performance management system has tremendous implications for the
Federal workforce and related domains (T&D, performance assessment, etc.).
This is an excellent opportunity for the PA research community to engage
proactively in a dialogue about GEAR, as was the case when OMB's Program
Assessment Rating Tool (PART) was launched in 2002.
