    International Public Management Journal is pleased to announce the winners
    of the 2006 Accenture Advances in Public Management Award. The winning
    article is "Networking in the Penumbra: Public Management, Cooptative
    Lilnks, and Distributional Consequences" by Laurence O'Toole and Kenneth
    Meier, published in IPMJ Vol. 9, No. 3 as part of a symposium on The
    Control of Legal and Illegal Networks.

    We welcome you to attend the award presentation at the Academy of
    Management's Public/Non-Profit Division Awards and Business Meeting during
