We invite you to participate in an online consultation among experts to help
shape a research agenda toward innovative government in 2020.
eGovernment has evolved towards a recognized research domain. A modern
government using innovative ICT has become an increasingly important factor
of competitiveness and growth in the global knowledge society. In recent
years, many nations have revised their existing strategies for public sector
modernization and transformation of eGovernment. In Europe, member states
have adapted them to meet the objectives of the EU strategies such as i2010
and the Lisbon agenda. Also specific national foci have been revised in
these eGovernment strategies. However in most cases, these strategies and
activities are short to mid-term oriented. Looking into the future and
investigating developments of the future are key elements for strategic
policies beyond eGovernment implementation strategies of the next 3-5 years.
Research is needed to nurture developments we want to enable and to avoid
futures that are not desirable.
eGovRTD2020 is a project co-funded by the European Commission under the 6th
Framework Programme of IST. It aims at sketching eGovernment in 2020 and,
thereby, identifying future strategic research fields for the development of
eGovernment and the public sector. The methodology consists of both scenario
building and roadmapping. Visions have already been described through
scenarios, which detail governments, society, and economics, as well as
their interaction with modern ICT. In the current phase of the project,
guidelines for eGovernment research programmes and national long-term
eGovernment policies will be developed. The resulting research roadmap(s)
will support the implementation of the vision of the European Community: to
transform the European Government landscape into a coherent community
anticipating customer needs and making use of the available potentials of
innovative ICT.
The international project team recognizes that these challenges are global
ones. As the American partner in this project, I therefore invite you to
participate in the current phase of roadmapping future research on
eGovernment. On the one hand, we are executing a series of regional
workshops to discuss face to face with experts from governments, ICT
industry, consulting and research (see the news at the project's website:

have implemented an online forum for consultation of experts that may not be
able to participate in the physical workshops. With this message, we
especially invite you to participate in the online consultation. To do so,

To participate, registration is required. There are two ways to do so and to
access the working space:
1) send an email to the administrator of the online forum: Xiaofeng Ma

you the invitation letter (which is valid for your specific email address)
with the details to access the consultation space .
2) register at

to inform him about your successful registration and your name. He will then
assign you the access rights.
The online consultation is split up into two phases: first an assessment of
scenarios, gaps and a collection of research themes needed to bring
eGovernment forward. The first round of online survey and discussion will
last two weeks.
The second round will then sum up the results and will ask you to prioritize
the research themes as well as to propose and discuss research measures and
actions to take to tackle the resarch challenges. Apart from that, you will
be asked to phase the themes and activities in terms of implementing them in
the next 5 years, next 10 years and next 15 years.
